On August 3, 2026, the West Virginia Office of Energy launched the pilot phase of its Home Owner Managing Energy Savings (HOMES) Rebate Program. The program provides rebates for whole-home energy saving projects based on the household’s Area Median Income and projected energy savings. Low-income households are eligible for up to $16,000 in rebates for 20 to 34 percent energy savings and up to $20,000 for at least 35 percent energy savings. The program is implemented through Community Action Agencies. The pilot will focus on Coalfield Community Action Partnership, Southwestern Community Action Council, and PRIDE Community Services service territories.
Nicholas Preservati, West Virginia Deputy Secretary of Commerce and Office of Energy Director spoke to the importance of the program for communities across the state, “West Virginia homes are the heart of our communities, and our whole-home energy rebate program makes energy-saving upgrades within reach for those who need support. At the same time, HOMES will support contractors, strengthen our skilled workforce, and encourage broader investment in West Virginia’s energy economy.”
